Bush Hog RDTH Spindle Bearing Replacement

I have a 20-year-old Bush Hog FINISH mower model RDTH72 and am replacing the bearings on one of the mower spindles. It seems that one of the bearings should be installed on one end of the shaft first and then the shaft inserted into the housing. Or is there a better way? Thanks.
