I've checked catalogs here in Europe (specifically FAIE in Austria, as well as some Slovak stores) and I can't find a blade with a 21mm hole that is 60x190mm (or anything close to these latter dimensions, as all I've found are disk mower blades 110mm long).

The brush mower I have was made by YABE in Italy (which now doesn't exist). The general layout looks unsurprisingly like other brush mowers. Pictures to follow. I don't need replacement blades yet, but better to find a source sooner than later.

I went again on the hunt-- strangely, the blades in the ag parts catalog that are closest are "straw chopper" blades, just wrong (too large) hole. But then I went "hard core" and started searching Italian words, and I think I found the actual producer of the mower: Morellato and their RS70 raserba looks nearly identical to mine. It doesn't help that there seem to be quite a few words for the same machine in Italian, but then I guess in English these would be called "brush mowers" or "bush hogs". I hope someone there speaks English and replies next week. :)

But otherwise, indeed, cutting up blades like you suggested, getting a 21mm hole drilled in the right place, I guess wouldn't be that hard (except, the steel is probably hardened...).

If you have an industrial tooling shop in your area that sharpens high speed steel and carbide knife tools for milling equipment, they should have the equipment to make you some blades out of AR400 plate. They probably have an oil bath honing machine with an angle finder and can use your existing blades as a template as small as they are. Probably wouldn't be very expensive either.
