I think the problem is about multiple holes supporting 2 masses in shear. If there is any room for movement....under stress obviously, then one bolt will meet the edge of its hole first. That one bolt has to support the entire shear stress of the moment between the two surfaces and if a hard impact is experienced between the two surfaces, the shear strength of the bolt could be compromised. The idea is to have the bolts working in unison to prevent any movement.

In thinking back, I think my 6530 had loose frame bolts when I got it. I don't know where the FEL is installed, here or in Korea. Seemed, recollecting, that some mounting bolts were tight and 2 or 3 others weren't even snug...like the assembler just forgot to complete the job.
