What is the definition of breakout force on a FEL?

This fall I moved a huge rock for my neighbor. Was able to lift it, maybe, four inches before the hydraulics would peter out. Does the bucket bottom have to be level? I've notice a heck of lot of force when initially the bottom of the bucket is vertical and when I move it to the horizontal position.

When compared to the other major brands (including, I think, Kiotis), my JD 790 is weak here. Breakout force, I think is only about 1200 lbs.
