Brake Problem

I have A International 500 E Crawler with a brake problem. Anyone know why the brake crossbar will not return to neutral position?. After traveling and releasing the leavers I have to manuly move the brake crossbar to get machine to move again.

Watching this short video, I can see several lube points, to be kept greased. And inside the clutch/brake chamber, looks like some rust/corrosion going on. Possibly a bound up, or broken return spring..??
