not off hand Im in RI everyone runs ratchet except me haha. It is probably federal regulation but i wouldn't worry if you arn't hauling every day

Well, its not federal, and every time I hear that ratchets are required, I usually look it up and can find nothing. If using lever binders, using tie down wire to secure the lever is always recommended, but I dont think that is law either.

For example, Colorado:

Colorado State Patrol Motor Carrier Safety department and this is the response that I received:

In your question I felt that you were referring to "Boomers" which is a securement device that a person has to use a cheater bar to bind. The regulations stating that all tiedowns must be adjustable is 393.112.

This regulation states that all tiedowns must be adjustable while the vehicle is in transit. It is my opinion that a "Boomer" is adjustable simply because a driver may adjust it by switching chain loops. In order to tighten the load the CMV must be stopped no matter which binder is being used. Therefore a person can adjust while in transit from point A to point B.

I am not aware of any states that have that law. Lever binders are DOT approved. Many companies prohibit their use, but I am pretty sure they are legal in any state.
