BCS 735 carb issues

Ok, I have a 735 with a 10 acme. I have taken the carb and the tank off clean them both thoroughly. Even clean out the petcock. It will barely run the choke almost comletely on and shut off as soon as you open the choke up. I set the idle screw at 1 1/5 turns from seat and it has not affect on it. Any ideas what I am up against.
