I would add two more steps. After the waterproofing is dry and before backfilling, protect the waterproofing with foam board. Use a board that won't water log. Next, install filter fabric in the excavated area, place the gravel in the filter fabric and enclose the gravel in the fabric. Then put about 2 feet of dirt on top sloped away from the house.

Sounds like to me that the water is finding it easier to run into your house than to run into the drain as it was installed. I've seen drains that didn't drain just because they weren't pitched correctly when they were installed.

In the summer when it's dry - the pipe to the outside world is dry... as is the wall.

Yes - when the "event" occurred - the 4" pipe was dumping water out at almost 1/2 capacity...

Then sounds like maybe a wet weather spring unless the water table rises in your area and hydraulic pressure is forcing it out through a seam in the rock by your house.

Why not use your backhoe to dig an observation hole to try to figure out what you've really got?
