I have several areas on the property that I have been trimming by hand, but that may not be the best way....
Case:1 small creek about 4' wide. It has channeled down about 2 Ft would a sickle mower work well to cut this flush across?

Case 2: 45deg bank with road directly below and on top. Can you run a sickle at a 45deg angle or does it have to be flat?

Both of your cases can be satisfied with a sickle. However, you will need a newer one that is BELT driven. Most, if not all, belt driven sickles can work from 90° up to 70° down. The old Pittman driven sickles don't have the working range you need. Some used ones that are capable of doing the job .... JD 350, Case/IH 1100, Ford 915 and there are others.

Would this idea work for you? Unfortunately I'm not skilled enough to rotate the image but I'm on about a 45 degree slope with no danger at all of tipping.

Man - what a let down. I thought this was going to describe ways to recoup funds that the banks charge. Sorry

Maybe it should be. Sooner or later that would pay for a new sickle mower.
