As a matter of fact, I have had several animals killed by dogs and wild animals. I do not raise livestock as my livelihood, but rest assured, I'm not foreign to damage from unkept dogs. Is Jim your neighbor? Have you visited his place to assess the situation yourself? Have Jim's dogs killed your animals? Then your advise about how he should handle his dogs is unsolicited/unwrranted. So is mine, and I do not lack frustration about unkept dogs.
I am working as we speak to handle a gang of unkept dogs on and around my property. But unless someone has visited my place and seen how it lays, their advice is nearly irrelevant.
GreenYellow Country Dogs and City raised dogs when thrown out to get rid of act different. We live 8 miles from town so good area to toss unwanted animals. Sometimes Mother and Pups Same with Cats.
City Dogs never having seen a cow or large animal will chase or attempt to kill a smaller animal. Country Dogs will just ignore a cow .
We had a problem a few years ago some city bull dogs with ears clipped and tail docked that we learned later had been left with neighbor 1/2 mile away and they were to take care of them until the owner returned. Day time no problem stayed in yard.
Nighttime they chased cattle and learned how one would ham string a cow then the other would get under the neck and they brought the cow down. And then have a choice snack and return home gut full and sleep all day.
Begin to notice the calves would stay close to corral .they were cut and scratched from being ran into the barbed wire fence (5 strand) and some were out of the pasture so was rebuilding the fences .
In field with tractor saw these 2 pit bulls having there breakfast snack on a pedigreed Holstein calf yearling. and calf was still alive but close to death. Called the owner of the calf and described the dogs. We are to far from the city dog pound and Sherriff or deputy are never close to the area of need.
The owner driving to our place also saw the dogs returning to a trailer house drug into the woods almost hidden by trash. Took pictures of dogs and then pictures of the calf and other calves cut and scratched.
Rode in pick-up to where the dogs were . talked to lady in trailer she said not her dogs. shut door.
He made the mistake of getting his .22 rifle and shooting into the woods where the dog were. She came screen out of trailer and said they were being kept for some one else.
Now we were served a summons for animal abuse and shooting in a housing area. only building in 1/2 mile radius. and the owner of calf was fined 600 bucks for shooting at the dogs not hitting them. 850 for a lawyer
I had to appear in front of judge and there lawyer wanted me to attend a anger management class and be fined.
Cost me lawyers fee also.

The legal judges lawyers and police do not respect those who never appear in there area of jurisdiction.
Because you only pay taxes the group always getting caught pay the cost of legal wrangling. and putting money into the retirement fund .
And those who are critics of the owner for trying to keep healthy animals. and his fences upright.
