Using the float function on a FEL only releases the pressure on the lift cylinders/valve, not the curl. Diagnosing the cause will depend on a few things, like how fast the bucket moves flat. If it moves quickly, you may be exceeding the safety valve setting. Check to see the maximum curl pressure. You will need a hydraulic pressure gauge for this.
If it curls slowly, most likely it is a valve leak. I know this is not likely with the spools the way they are designed but it can happen. Since the fluid is moving from a larger volume chamber to the smaller volume chamber, a bad seal in the cylinder is not the primary cause.
