B3030 - not enough rpms - throttle adjustment?

Recently I've been having throttle position issues. With the throttle lever at maximum position, I am barely in "PTO range", and what's worse is that as I run it, it creeps back to a lower RPM.

Do I need to tighten the cable or is there some other way to adjust both the "stop" position and the lever tension?

Any help would be appreciated.

Try changing the fuel filter first.
