B2410 Brake Issue

[Red Horse]

Friends of mine have a B2410 and are complaining that brakes seem to be partially applied-like tractor is laboring. Brake lever is in "off" position. tractor does not pull to either side so not a question of one side or other.

Any opinions? I asked if all linkage looked normal and response was yes.

appreciate any thoughts.
