I often have a hard time expressing the right words to ask a question, so examples seem best.

A couple of years ago we had a tree fall across the road in front of my house. The township road superintendent had his pickup with a chainsaw and he had a lot of it cleaned up but a lot of little stuff was left in the road. I got on my tractor and cleaned the road off with the end loader, took 15 minutes top. Another time a tree fell across the road a little further away. I grabbed my chainsaw and tractor and had it shoved out of the way in a few minutes, I didn’t even think it was worth the trouble to call anyone.

So why are people not doing this kind of thing? A couple of examples. We had some pretty heavy rain and I noticed inlets in town were plugged up with leaves. People can’t go out in front of their house and clean them off? Another case, a house a couple of miles away has a lot of trees in front of his house, several are dying and will fall on the road at some time. He thinks the road superintendent should cut them down, the road superintendent thinks the home owner should take care of it. I think the road superintendent is correct, they are behind the ditch.

Are people lazy, just don’t notice things, don’t care, afraid if they do something wrong they will be sued? What’s the deal?
There was a local case where a woman was parked with her car hood open. A man stopped to offer assistance and two men jumped out and beat him with a crowbar, robbing him and almost killing him. I don't know if they caught the perpetrators or not. Situations like that have stopped me from offering help as much as I once did.

The point here is, you cannot just rely on those call 1 866 before you dig #s.
866 is a toll-free number.

811 is the number to call for free utility locates before digging.

I was in that exact situation about 12 years ago… luckily it was legit. 8:00 o’clock Saturday night at the start of a major snowstorm. I was ar midpoint between 2 towns, 2 1/2 miles to the nearest house one way and 3 miles in the other direction. I had met one vehicle in 10 miles.
Suddenly 2 women appeared in the road wrapped in blankets. WTF? It was on a bad curve with poor visibility from the snow but I pulled over, intentionally far enough away to make them walk to me while I watched and assessed the situation. They said they were on their way to a party, had gone up a nearby road and gotten stuck. That’s when it really got dicey… I agreed to drive up to see if I could help. They had driven a Ford Escort about 1/2 mile up an unplowed road and couldn’t make it up a hill. All that I had to do was straighten the wheel and backed it out. I then got them headed in the right direction; they were about 50 miles from where they thought they were.

I later found out that they were “Dancers”… and were the entertainment for the party they were going to.
