Adjusting Massey 165 Front Axle

I am attempting to widen the front axle on my 165. Currently it is set all of the way in. I would like to move it out at least a notch or two.

I was able to move the axle but the tie rods are frozen in place. Does anyone have any tips or tricks? I have a manual and read the directions, which are pretty simple. Just can't get the tube to slide on the tie rod.

Plenty if penetrating oil and maybe end up with some heat to break the corrosion.
