560 pushing antifreeze out

We have a 560 IH that is push coolant out the over flow and the oil is milky like there is antifreeze in the oil what could be causing this?

Head gasket first, then go for cracked head or block. Check compression, plug color is it's a gaser, leak down test, one of them should find it.
