Draft control was not standard on my 2016 3520H.
MY 2012 4020R doesn't have it either. I was told it was left off because people were not using it. I quess the hobby farmers didn't know what it was for. I have plowed with it, but I wanted to see if it might help with a box blade. Auto lift and drop according to pull is what I wanted to try.

US models don't get draft control, although some older models might have. My guess is somewhere from 2012 and on. The EU and AU models get draft control.
The Operators manual is quite vague about draft control and the service manual is not great either but helps a bit when using the info from both models.
Here is a picture from the service manual to explain:
On mine, I just played with the shims and moved the part C all the way back, put the shims on front and tighten the bolts. When I'm not using draft, I just lock it with the swinging spacer on top of the top link bracket. When I need draft, I just swing the spacer and go on.
