3-Point Hitch 4710 3 point Question

Others that have 4500s to 4710s with R4s. How low do the 3 point draft links go to the ground in the full down position? On my 4710 with the hitch in the full down position the holes in the draft links are 11 inches off the ground. I hooked up my chipper to check the pto shaft length. I park it on a cart in the barn. When I raised & lowered the chipper, I discovered it lacked 2 inches of setting on the ground. Also I can not cut as deep with my tiller as I could with the 4400. It seem like the lift links are to short as the rock shaft is as low as it will go.
Is 11 inches as low as the draft links go?

Both lift link are adjustable. Just unhook them and unscrew them until they are low enough.
