4000 ford tractor

I have a 4000 ford plain jane tractor large fram and the hyd.don't work hardly at all ,the pump has been rebuilt and it's slow slow and slow 'the loader don't tilholt very good either coul it be sucking air and if so where might it be? holt50 thanks
