Replacement ball joints are commonly available for 3pt hitch lower arms, and also for the top link.

What do people use to weld them? Just cut out the old, clean things up and fit the new ball assembly, and then something like 7018 to attach the new ball joint outer ring?

Generally 7018 is a good all around rod. If you're not sure what the base metal is, 309 stainless steel works well too.

Actually, if you bevel them and get them to meet up right, you can use 7014 or even 6013 quite well. In fact, having done this before multiple times, I'd recommend it. 7018 will work, but it's probably overkill unless you are using it on a 150hp tractor.

Good fit up and use whatever rod you are comfortable with. I am doing a 3pt build for my M. Probably will be fabbing links this weekend. I will use 6010.

I take it from the responses that many people replace the ball joints. My neighbor argues it's not worth it; just buy a new link.

I guess that's why I got a welder once.
