If I raise the front wheels off the ground with the FEL, and engage the FWD and put it in gear (HST) should the front wheels be powered even if the back wheels are not moving?

I suspect my fwd isn't working, but don't know how else to test it.

Try this:
Move your tractor to a good sized tree...do this in 2WD first.
Dump the bucket (top flange and cutting edge should be against the tree) and move against the tree...BTW, look for any broken or suspicious looking limbs!!
We don't want to kill you during the test!!
Once against the tree, add a little RPM. Your rear tires should start spinning.
Back away from the tree and select 4WD, then move against the tree as before.
You should see one or both front tires turning as well as the rears.

This test shouldn't take you more then a few seconds to determine if your 4WD is working. Don't use enough speed or RPM to damage your bucket.

Or take it out on a hard surfaced road and make a sharp low speed turn left or right. It will let you know if the front axle is engaged or not. It gets pretty ticked off, jumps up and down, squeals and barks under such circumstances.
