This tractor has been great for me, and to my surprise tried to start it, and batties on, but no turn over. I troubleshoot, look in manual. Verified PTO is off. I'm on the seat. The brake it pushed. I even jumped the battery. Still nothing. What could I be missing here?

Start by load testing the battery. I will emphasize LOAD TEST. Batteries can go bad and have voltage but still won’t start the tractor or even allow them to be jumped.
If the battery checks out look at a bad seat switch or other safety switch. Sometimes just jiggling things will make it start. Then check fuses.

If it is like my 574, there are 2 PTO switches that need to be off. The switch from off-manual-auto and the push button toggle that lights up when it's on.
Even if the switch is set to off, if you push the toggle, it will not work, even though it doesn't light up....ask me how I know!

There is also some large fuse blocks by the battery. Check make sure nothing happened to them?
