3 pt hitch strange behavior

The up / down lever has become stiff and difficult to push up or down . Hitch does move, but when I hit the " slow down " tab with the lever, the hitch goes no further, even though implement has room to go down . I get a clicking sound like a ratchet wrench slipping and a slight bouncing of the hitch . Same thing happens going up . If I move the lever out passed the tab hitch goes down more . Same for up .

Note I did have to leave tractor in rain for 2 days due to tropical storm and possibility of tee falling on shed .

Suggestions ?

I found the cause . I 'm stupid .

Put this in the book of tractor knowledge . When I detached brush hog I failed to lower the hinged metal PTO safety cover . The lift arms were binding against it goin' both up and down . A good ole case of Dam bramage .
