Hi, and welcome to TBN. The three point goes up under hydraulic pressure. It goes down from gravity. There is usually a valve centered on the operator's seat between your feet. It must be opened to lower the three point. How far it is open adjusts the lowering speed. If the fluid is milky it has probably taken on some water.

An old to20 won't have a drop speed knob.

Try putting some weight on the arms. Stand on them or something.

That or the draft control rod/spring may be frozen preventing lowering. Try w couple taps with a hammer
