3 point hitch

I have a 2007 JCB Midi CX loader backhoe. The backhoe is removable to access the three point hitch. The lift arms are not lifting at all. There are no leaks in the hoses or connectors.If I try to operate the lift in idle it shuts the tractor down.There is also a knob that controls the decent speed of an implement.This knob is completely frozen and can not be turned. I bought this tractor used so I'm thinking that it hasn't been used in a while. My question is, can that knob cause the lift not to work?
Any help would greatlybe appreciated.

Yes.

On most tractors the 3-Pt. lockout is below the seat, therefore behind your legs. On some tractors the lockout screws in/out, on others it just pivots 90 degrees.

Thank you jeff9366. This knob will do nothing, it is supposed to screw in and out,but like I said it cant be moved. The only way to access this part to replace is to lift the cab off the machine,right?
