3 Point Hitch Control Lever

On my B2710, the 3PH control lever only has an effect in the top half of its range; ie, from 0-4, no effect, from 4-8 the hitch goes from all the way down to all the way up. Is this normal? Otherwise, the system seems to work fine. I bought the tractor used, and so don't know if this is different from it's original state.
