While using the tractor today, I noticed that the steering was getting loose again. I grabed the socket and wratchet for tightening the bolt for attaching the steering arm to the steering shaft and tightened the bolt. It was loose, but not too bad. While tightening it, I turned the steering wheel back and forth to ensure that the splines were centered well. In doing so, I could feel the steering shaft moving in its bushing. I'll have to replace the bushing and seal this winter.
