1972 JD 820 shifter rod

Hi, my name is Jason. I have a 1972 JD 820 3cyl diesel that has a broken shifter rod on the forward/reverse as seen is the photo. I have the broken piece but I need to buy the spring that goes on it. My two questions are:
#1- Can I weld the piece back on and will it be strong enough to work?
#2- What does the spring do that attaches to that rod?
