As long as the tractor is not running and there is no load on the 3 point hitch there shouldn't be any hydraulic pressure on the valve. I would suggest shutting the machine off, lowering the hitch and cycling the lever several times then you're certain to be good-to-go.

Thanks, I am pretty shure the spring in there may be broken.
