Anyone tell me what the compression should be on a 2004 16hp OHV B&S engine. It's from my Toro 16-42Z if that matters.

90-120 should hit it pretty close.
Anywhere from 40 to 150 PSI. What???? Most B&S engines today come with compression release: How the compression release mechanism works on Briggs and Stratton OHV Engines - YouTube. It is very hard to obtain an accurate compression check on an engine with compression release.
Yeah, wasn't sure how the compression release worked on the newer engines but that clears it up, stupid idea. I just want my old world style B&S engine of yesteryear !
I got 60psi out of it dry so evidently it's within the specs.
Myself nor a friend can figure out what's wrong with it and were both fairly well versed on small engines to a point. Governor's working properly, carb tore apart and cleaned even though nothing was in it. Has good spark, spark plug is dry with little carbon on it. Fuel filter is good, lines are good. Valves adjusted.
Hard/slow to start. Eventually fires up but once running, hitting the gas it bogs and then slowly revs. doesn't seem to reach peak rpm's anymore. Turn on the deck and it bogs and again, slowly comes back to speed. Trying to mow anything thick or heavy and it falls flat on it's face. It act's like a carb issue but it's been torn apart twice and cleaned only to find nothing. I say torn apart as removed from the engine, float bowl and jet removed and passages blown out and carb cleaned.

does it have a fuel pump. My kohler command has a diaphragm fuel pump driven off of crank case pressure fluctuations and the diaphragm sort of pulled out of the housing and folded over inside of it. It was weird but I just put it back together correctly and it ran way better.
When you say filter is good, are you sure there is not a strainer in the tank as well?
Small engines are not what they used to be.
