Check base of carb for looseness or bad gasket which will cause a vacuum leak. Also, condition of fuel (water in tank, dirty filters)

Sounds like there is probably some crap in the main jet of the carb -- take it off - get a gasket set and clean it out. Usually when a Briggs runs ok with the choke on but not with it off the carb is the problem -- JMHO

Stop by NAPA and get a can of carb cleaner.Dissassemble the carb completely removing all plastic and rubber parts.Pick up a carb rebuild kit from your local small engine shop. These parts are specific to your engines Model#Type# and code #s be sure you have all the #s.I use acetelene torch tip cleaners to carefully clean out all the crud that tends to build up in passages and jets in the carb. You can also use the wire in a bread sack tie.Blow out thouroughly with compressed air.Install a new in-line fuel filter, this should remedy your problems.Best of Luck:thumbsup:
