One lesson I am constantly relearning is that there is no such thing as a quick project.

The steering locked up on me three times the last time I used the tractor. I figured I was going to have to go through the steering gearbox. That requires removing the instrument panel. Got part way through and it appears that the fuel tank must be removed to get the instrument panel off. Anyone know better?

Yes, you will need to remove the fuel tank first. It is pretty easy to remove though. Just two straps hold it on. Once it is out of the way the dash is really easy to unbolt.

Thanks. I wish I had figured it out sooner. The tractor is parked under cover, between my cars and the tank is half full.
