1135 PTO

My 1135 PTO engages about 15 sec after my hydraulics kick in. If I crack line from valve to clutches they stop. Oil flows through valve whether engaged or not though there is less flow in off position. Borrowed valve off my neighbours 1100 and it does the same thing. When it engages it is full power not just fluid friction

Any ideas?

My guess is that the PTO small spool is stuck or the spring is broken
