    The difference as I see it is mandated emissions is to lower CO2, etc. Battery warranty means either the manufacturer adds replacement battery cost into EV or does it mean taxpayers pay just as they're paying for tax "credits"? 8 years/100K miles. Who's paying for the replacement battery?
