I don't know why my belt is flopping around so much it is wearing the paint off my deck. I noticed the spring that connects the idle pulley does not have any tension at all on it. Do I need a new idle pulley or what?

I don't know what I am doing wrong, I didn't have this much trouble last year. When I go to connect my deck the shaft don't go completely on, the back pins are about 1/2" short from being fully seated but the front draft link is in as far as it will go. Any ideas what the problem might be?
