There's also a PTO driven pump on that sprayer, no? That's what most here are pointing to.. You can run and drive just fine with no load, even with the PTO engaged because it takes very little of your HP to do so. You can also run the sprayer at a slightly reduced PTO RPM, and thus even less HP, with no apparent problems. This leaves something in the sprayer's pump as the most likely culprit.

Does it have a recirculation bypass?

The only other thing would be air/fuel, as in clogged filters, weak fuel pump, dirty injectors, etc.

Can you borrow a 3pth 5' or 6 foot brush hog from somebody to try on your tractor to see if that also affects your machine?

Yes the sprayer pump is PTO driven as is the fan. The pump is a centrifugal pump design and feeds both the spray nozzle assemblies and also tank agitation/circulation. The pump is meant to be maintenance free and according to the dealer if the bearings were bad the thing would be smoking and only getting worse. I do not believe there is an actual bypass, as the pump pulls the spray material from the tank through an inline filter and pressure regulator and then pushes to the nozzles or back to the tank. Everything on the sprayer seems to be working well.

I agree I think it could be in the fuel system going to have the sprayer overhauled this winter, then test again and if still screwed up the tractor will need to go to the doctor...though I may try some injector cleaner additives during snow plowing season...

I would definitely try another large sttachment on your tractor to try and duplicate what is happening with your sprayer on it.
