This is a very kind offer, thank you. Unfortunately I'm at the eastern extreme of the state and i don't get over there much. But I might take you up on it if I find myself over there.

Just for context, here are a couple of pictures. This is the ROPS hinge mechanism. To fold it, the pin in question is removed and it pivots around the bolt and nut until the other two sets of holes meet, then the pin is re-inserted to hold it locked in the down position. View attachment 3726709

This is a closeup of the pin. Overall length is 100mm or 3.9 inches, diameter is 24mm.

Ha Ha, has a sticker saying not to modify anything, but the hinge is large enough to sever a finger.
I say use a 1" reamer to enlarge both sides and let the lawyers work for their money if something eventually fails. BTW, reamers are a low speed tool, with cutting oil.
Don't use a drill-bit, it will grab and likely cause human damage.

I know 7/8 is 1.775 mm (0.06988189 inch) undersize but they are available

Thanks. I've already tried 7/8", it just rattles around.
