I used to love to say that when I arrived to audit a construction contractor after a large public works project.

Many Change Orders, for unforseen issues not listed in the contract, are paid on a time & materials basis, subject to audit to verify a real cost was incurred.

No receipts for the $50k of fresh wire you say you bought to replace old at that signal lights upgrade? Sorry, I'll help you draft a revised lesser reimbursement claim that omits the imaginary new wire.
