He drilled most of the ones in the next subdivision, said most at least 600 -700 feet deep.

I would treat any deed restriction as if it was going to be strictly enforced, because in the future it might be, regardless of the current situation.
It seems like the shooting restriction is not a deal breaker for you, so just weigh the other ones.
