Did you check the battery voltage while you had it out?
Not sure how that one is setup but the solar charger we had (granted that was 25 years ago now) clicked just like the plug in ones do.

Neither one of these click. The lights just flash. I don't think these are designed to click, like others I have seen. I never checked the battery voltage. The tractor supply one is working now , the light blinks and it does shock some, but not as hard as I Remember getting hit by electric fences over the years. It does light up the tester now.

If you are grabbing directly on to the terminals of the solar energizer that thing should light you up to the extent that you wont even want to walk by it. something is wrong with the energizer.
