Yes, now we are getting somewhere. I meant both. We can consider the rotational inertia to be one of the forcing functions in a complex set of forces that affect stability, and center of gravity is a handy way to look at the vertical forces by themselves when everything is static - which it rarely is.

In the OSH attachment, you can see that when the mowing attachment is rotated from one side of the tractor to the other, the total weight did not change but the center of gravity did change. It proves a point.

Unfortunately, I don't think that OSH document goes into enough detail to be of much help. But tractor stability is a complicated subject. If it were easy, the tractor manufacturers would have solved it long ago.

I think this would be a good place to leave the physics and get back to moving dirt & choosing tractors.

Centre of gravity can change but as shown on the diagrams weight has no effect on it’s placement which is what was originally said.

I guess you can probably take a few minutes to create a checklist on what to look for, listed are a few of the things I would look for:
1) Leaking cylinders
2) Leaking fluids from under tractor
3) Check for slope on pivot points, lack of grease
4) Condition of tires, cuts, worn etc.
5) Cleanliness of radiator
6) Overall appearance goes to how unit was cared for
