You are correct. I used to manage a shipping station in a plant. When the label is printed the package has "manifested". The website for UPS or FedEx tracking will usually say no information at this time. We never did it but: if one knows the weight and size of the package they can print the shipping labels before the component has been picked from the warehouse.

Dunno about Fedex, but USPS & UPS are union and make pretty good money. Of course these days few want to work so they have to take who they can get.
That having been said, I've had very few problems with any of the 3 major carriers.
This always leaves me scratching my head, also. I hate to say it because it would lead to more expense; but perhaps they should start putting the VIN # on each Cat at the factory and requiring your auto title to sell it. I believe that the thieves sell to another of similar disposition; but still, at some point some buyer has to say "Why are all of these nearly new converters getting sold for scrap?"

I wonder if any of these pillars of society ever drained gas, let the remaining run onto the ground, then grabbed their Sawzall and cut out the catalytic converter? No problem the Sawzall is battery operated.
Another odd happening that defies logic is the increase in construction machinery theft. Bulldozers, Backhoes and Excavators are simply being driven away from jobsites even in broad daylight. Tools and building materials sprout legs and walk away too.
There was a case downstate where the State Police posted a video of somebody stealing a piece of equipment from a dealership, hoping to find leads. Somebody called in and said "that looks like *.*'s truck. They went to his house, and the guy was running a full time dirt work business; all with stolen equipment.
