They'd be state run like they are now. I'd bet it would take a lot more than 15,000 worker, though. Indiana's employs over 500 from what I can see. And it's only 1 road 157 miles long. There's talk of making I70 a toll road. It cuts across the middle of the state. Probably the same length as 80/90 in Indiana. So there's another 500. Make I69 and I65 into toll roads in Indiana and that's another probably 500 miles, so another 1500 people. So right there that would be what, about 2000 just in Indiana.
