The 1700 is a VERY well supported tractor. In fact, possibly one of the better supported tractors of just about any brand or any age. Aside from some of the bigger castings pretty much anything that you would ever break is in stock new. The rest is almost all in stock as a used part.
Power Service or equivalent, anything claimed to increase the Cetane rating, will somewhat tame the clanking (fuel knock) and reduce smoke upon acceleration. And also restore some lubricity lost with low sulphur fuel at least in theory. But I don't think anyone can claim experience that running straight Diesel hurt anything.
12Yrs. 800+Hrs. on a Org. ASIS YM2000 straight from the pump and quit running off Rd. Diesel not long after purchasing it. The Dye makes it hard to see the Fuel Filter on mine. Red Filter, Red Dye even with a clean bowl. Right after the first filter change I noticed it. I want to clearly see dirt and debris if any. Not the first complaint with no smoke or very little. I'll really have to bog it down or about stall it out to get a lot of smoke. Never used any type of additives.
If there is an additive you like add it to every tank. Or if you prefer to not use one don’t. Totally your choice.

It's seems to be all intact and operating which is a Big+. Don't worry about the cosmetics. It'll clean up mine did, Wasn't quite that bad and your be amazed just what a couple cans of Spay paint will do. I used Fredricks spray paint in the cans. While I was getting the parts I needed and picking up a Tiller. Under a carport so it worked. I'm more concerned with my operation and Maint. than looks. Esp. on a 40+year old tractor. In twelve yrs. worst case I had to rebuild the Starter that quit not long after buying it. Which I put a ghetto rig on that got it Bye for a couple more yrs. after it Did Quit and had to rebuild it. My biggest concern would be the Muffler I would seriously think about replacing it. Fluids and Filters and run it!!! Eventually after a quite a few Yrs. I relined the Org. Rice Patty rear tires that weather cracked. Surprised the radiator looks to be in good shape. Another+. The fuel cap also thinking about it. From the looks of yours It has a vent hole possibly? No water !!! period. I had to vent mine and this is what I done
You did good on that price. I like to add power service, it seems to lightly tame the diesel knock some. Plus a smaller jug lasts years as much diesel as I use. I also put two stoke in it to make it about 200-300:1. This is to add lubricity back that was lost with the removal of sulphur out of the fuel. Diesel fuel in America in 2020 with the EPA and regulations (I'm seriously not being political here) is vastly different from the late 70s when these tractors were designed. That's my reason. Plus it doesn't hurt them.
