Looks like truck has front end damage and struck other vehicle quite hard. Probably broke whatever tie downs were being used.

Which means the tie downs were inadequate to start with. Judging by the remnant on the trailer deck, he had medium weight straps. I kind of doubt he would have broken grade 70 chain.
I hauled flat bed freight for 14 years. I usually threw more straps than I thought were necessary. Took only minutes and tjen I had piece of mind on the road.

You did a good job with the wheel rotations so the wheel center cutouts matched.
