We have several airports in northern Ohio, that have busy state routes just off the end of the runway. So, I'm surprised this doesn't happen more often.
Getting down in a Piper shouldn't be an issue. Those things glide like a Steinway, when you pull the power out.
Coming in so flat is stupid, and unnecessary. But, for some reason people do it.
This reminds me of the student who clipped a car on an airport access road, hundreds of feet before the beginning of the landing area, in Texas, a few years ago.
