Hello and good day

My alternator doesn't seem to be working correctly.
The voltmeter doesn't always show 14 volts all the time like it used to.

Now it only shows 14 volts at high RPM.
At low RPM, its at about 8 volts.

Is that a sign of bad alternator or bad battery?

I would say the battery is at fault. The voltmeter is reading the battery voltage. One way to check would be to disconnect the battery and connect a known good one in its place. Maybe with jumper cables from a pickup.

Could be the brushes in the alternator are shot. That's the typical thing that normally wears out in them. After brushes are bearings. If you can find brushes for it, it's a cheap and easy fix. You might want to put your battery on a charger till you get the alternator fixed. 8 volts is dead already.
