2130 losing hydraulic fluid

IIRC the "negative stop screw"(parts key #23) isn't designed to be adjusted tight against L/D linkage but is intended to stop L/D linkage from moving too far in the wrong direction. As long as L/D lever under the seat is placed in "D" the L/D shaft can normally be fully removed without any ill consequences.

I made the mistake of trying to remove the shaft completely out one side and couldn't so put the seals in got on tractor and arms wouldn't do anything

Did you have L/D control lever under seat in "D" before attempting to remove shaft?? I'll bet you didn't!!!!!!!! Many seals and shafts have been CORRECTLY replaced without the need to R&R rockshaft housing.

probably not im a do it your selfer didn't know any better but I do now .being that everything you do these days cost money id rather do it myself and know its done properly are ask friends that have knowledge on the fix
