Lets clarify a few things. Isn't the horn lead likely to have a horn button in series with it somewhere? Does the Worklight feed go through the key switch, but horn hot all the time?.. Lots of unknowns here. What other circuitry is fed off of this 10 amp fuse besides these two?.. Have you thoroughly examined the schematic to find out? We can't answer these questions without a thorough analysis of the wiring diagram. Here is what I would do. I would scrap the halogen idea and get an LED worklight that draws less than 3 amps. OR since I believe you already have the halogen lamp, I would wire this myself with my own inline fuse back to the battery, thru my own switch on the dash if that is the way I wanted it to work or a switch on the worklight if I wanted it to work that way.
