My brother-in-law just purchased a 1601 from an importer. It is very sharp with original paint etc. It is my understanding that this tractor has a three speed settings with the 1st the lowest three speeds, 2nd 4,5,6 and the 3rd with 7,8,9 and a reverse in all three settings. When I tried the 1st group doesn't work. The 2nd and third work perfectly. The pto and hydraulics work perfectly. What is the problem or does it only have 2 range settings with 6 speeds forward and 2 speeds backward?

The creeper gear must be locked out. There will be a long bolt in front of the range selector that keeps it from going into creeper gear. Remove the bolt and it should go in gear.

I agree with Danny, but with the creeper gear you should have 4 ranges, C, 1, 2 and 3. Sometimes you can get the range shifter between gears and it becomes as a neutral, so consider that as well.
